Every headline called it a boom signal.
Here’s what the same report actually says:
Construction GDP dropped 0.6% in Q4 2025.
First decline after six straight quarters of growth.
The permits went up. The margins went down.
→ Building Construction Price Index: +4.1% year-over-year → Structural steel: at peak cost → Concrete: same story → Housing starts Alberta 2025: +15% YoY — pipeline still full
More projects approved. More expensive to build them.
The math is straightforward. The decisions aren’t.
What happened?
Permits measure intent. Costs measure reality.
When both move in opposite directions, the market isn’t booming — it’s compressing. The players who don’t read both numbers at the same time are the ones who get squeezed at handover.
There’s also a split most people are missing:
Public and infrastructure work in Alberta still has margin room. Private residential development is a different conversation right now.
Same province. Different risk profile. Different decision.
So the question for anyone evaluating a project in Alberta in 2026 isn’t “are permits up?”
They are.
The question is WHICH budget. WHICH segment. WHICH contingency.
Permits don’t protect your margins. Feasibility does.
