One practical test I use: before a budget is locked, can you trace every major line item back to a specific drawing, a measured quantity, or a current supplier quote?
If a number exists because “that’s roughly what it cost last time,” it’s not an estimate — it’s a guess wearing a suit.
The projects that hold their budget aren’t the ones with the smartest teams on site. They’re the ones where the estimate was built on verified scope, not memory.
That’s the whole game in preconstruction: replace assumptions with documented facts, one line at a time.
